EPA announces new rules for cement producers

Yesterday, the New York Times reported that the Environmental Protection Agency distributed more than 100 notices informing cement producers that they will have to pay almost $1 billion annually to clean up the atmosphere. The new rules are expected to eliminate more than 90 percent of mercury and fine-particulate emissions that are released from cement kilns – which will save between 960 and 2,500 lives annually. While the changes could cost 1,500 jobs, raise cement prices and cut demand, the benefits still outweigh the costs by at least a factor of 7. However, critics say that the reduced domestic demand for cement may result in an increase of imported cement – which may actually result in higher global greenhouse gas emissions.
